The Checkra1n team recently release an update to their tool which added iOS 13.3.1, Linux support, and made a bunch of other improvements. At least it is viable to jailbreak with Checkra1n for everyone now. Everyone can reboot into LiveUSB of Linux and run Checkra1n.

Before that you either had to have Mac or you had to do shenanigans with MacOS installer bootUSB. Or you had to have VT-D compatible PC and hassle with ra1nstorm. Checkra1n for Windows is still running into complexities and might be far off from a potential release.
